Still can’t go out comfortably with my baby...😩

Our baby was crying every time we go out up until 5 months old. Around 5-6 she got better and we were able to do short walks between naps. She dropped 3rd nap about 6 months so the time between naps got longer and we were able to go out for brunch couple times. Now she is almost 9 months, has been teething badly, so she is very clingy and cranky and again we cannot go out😩😩 We tried to go out today after her first nap. We left home around 11am for brunch and then I was hoping to shop a bit. 30mins later she was crying again. Didn’t want be in stroller. She wanted to be hold by me and only me. So I did. We went to brunch place and couldn’t eat because again she was fussy/clingy. So we left hoping that if we walk she may sleep in her stroller. And I really needed some items so my husband said since we came all the way, I should shop and He took her out for walking so I can shop. She napped like 30 mins and they came back because she was screaming. I had to leave the store without buying anything and she kept crying until we come home. Last time I went shopping it was 7 months ago and again I had to leave fitting room and we had to leave the store because she didn’t stop crying...I am hopeless about being able to go out comfortably again. Every time I see moms out with their babies having fun while their babies sleep in strollers, bassinets, cars seats next to them, I am beyond jealous and I want to cry... And I remember when I complained about this earlier, people here and everywhere told me it will get better. It didn’t. And now there is this extra crankiness because she is obviously going thru a phase or something. Seriously What’s up with this extra clinginess..?
