Is my brother racist? Can someone be racist against their own race?

My brother is half black and half white, and he is always talking bad about black women. He says all black women are ugly. He says all are not sexually attractive. He says all are loud. He says all are ghetto. He says they are not intelligent. I try to tell him that is not the case, but he still believes this. It really upsets me as a woman who is also half black. Does this make him racist? Can he be racist against his own race?
