“I’m not looking for a relationship”

Okay so I’ve been talking to this guy for a month now. We used to work together and I thought he was really cute at work. I’d always catch myself staring at him and I’d even catch him staring at me too. After a year of not seeing him, I decided to follow him on Instagram. He ended up dming me and then that led to snap chatting, which then led to texting. After talking for a little while and hanging out once, he took me to see a movie Saturday. After the movie, we talked for an hour then when I went to leave he kissed me. We both agreed that it was really fun. After that night, he’s been kind of blowing me off. He will barely respond and sometimes he will open my messages and not respond.. I ended up confronting him because I was really confused. I thought we were just friends until he kissed me. He told me “I feel really bad because I’m not looking for a relationship and I feel like you are. I still want to be friends and do stuff together” so I said “so why did you kiss me?” and he said “I did it because I thought you were expecting it.” I’m so confused and hurt. What does “I’m not looking for a relationship” even mean?
