It all comes down to trust. As long as you could trust them not to do it prior to watching the toddler or while watching them, yes absolutely. If not, no. What someone does in their spare time doesn’t make them incapable of baby sitting as long as they know and abide by not doing it before or while caring for the toddler.

My mom smokes pot and it makes me nervous, because she gets stoned and leaves her crap around the house. Their dog used to get into it occasionally, before she passed, unrelated reason. So until she proves me otherwise she will not be watching my son at her house. She knows not to smoke before coming over to my house.
