Is this too much space?

Question

We have a Graco 4ever convertible car seat and I took out the insert that came with this because she is a bit too tall and the headrest kept coming out. 
But is this too much space between her body/head and the seat? She’s 9 months and tall but very small, probably not 20 lbs even.

Update: 
This is with the insert. I think I still need to lower the main headrest. The shoulder straps are below her shoulders but the lap belt is still a bit high.

Is the crotch buckle length adjustable?? If not, I would say she needs that insert as the straps near her hips seem too high due to how far the crotch buckle extends. 
Also I could be wrong as it's hard to tell from a photo, but it appears the harness straps are above her shoulders. When rear facing harness straps need to come from at or just below shoulder level. So if the straps are above they need to come down a level. If this is the lowest level, then again I would say she needs the insert to lift her up and make sure her shoulders are above where the straps come out.

I'd add the bottom portion back in. My sons 2.5 and we still have it in, mostly for protection against grime lol. I assume shes rear facing? Make sure her straps are below the shoulders, they look a little above hot sometimes the strap covers make it hard to tell!

At nine months she’s supposed to be rear facing still and that seat is still a little to big for her

Im pretty sure the inserts  are for infants, and seeing as shes 9 months she would  be considered an infant.  The book it came with tells you the recommendations . It should be in the little slot under  the seat.

When I used mine. I just kept the the bottom insert. I could never keep the head on in so I left it out

I would add the insert back. It would fill in the gaps and be more secure. It may seem like she doesn’t need it but that is a bit too much space. You can also go to your local police or fire department and they can help as well. ☺️
