Cats and babies

My twins have been home for a month now and my cat is still peeing and pooping everywhere. We took her to the vet and they said it’s definitely behavioral and said it would be hard to break but gave us no real advice. I’m desperate. I clean the carpet everyday with vinegar to get the smell out and put powder down. It’s hard enough taking care of two babies plus doing a full carpet clean everyday. Is there no hope and I should just get rid of her? Anyone been through the same thing?
