It really depends on how long your cycles are. If you have a cycle that’s 35-40 days long then you can DEFINITELY ovulate later. The luteal phase (time between ovulation and period) is normally at LEAST 8 days, and if it’s not you can have complications with getting pregnant. It’s most frequently about 12-14 days, sometimes it’s longer. 
And sometimes people ovulate later than they normally do. In that case, the period is late as well, because the luteal phase doesn’t change by more than a day or two.

I voted right before period only because there wasn’t another option. I usually ovulate later in my cycle. Sometimes around CD16-18. Last cycle is was CD24
