Should police in poor towns be subsidized somehow?

I have a friend who works for the police in a very dangerous town, lots of drug issues, shootings, violence, etc. It's also a poorer town so he gets paid less. So now that he has experience he's thinking of leaving for a safer town that pays more. I can't blame anyone for making that choice, I think if you work somewhere more dangerous you should get paid more for it.

So the question - should the police force like this one be subsidized so that the police there can be paid more? If yes - how? The town can't raise more money from taxes because it's poor and the budget is already so tight so should they get more money from the state? Elsewhere?
