Where do you buy durable, high quality clothes when you’re on a budget?

I’m want to buy clothes for the winter and I’ve been looking to buy sweaters. I always shop at forever 21 or H&M but I’ve come to realize that their stuff is not high quality but the price for their clothes are reasonable for my budget. Any suggestions as to where I can buy high quality clothes for $100 budget, I’m looking to buy at least 2 winter sweaters and 2 jeans 👖

Burlington has nice things you have to just look. JCPenney has good sale online.

Macy’s,  ( check out back stage and last act for clearance clothing) and Express ( you can always find things on sale in both stores). And you can get good Jeans at Newyork & Company. I shop at all of the following stores and others as well.
