I voted yes because I personally feel that school age children should be dressed conservatively. To me it's not about distracting the boys, but I feel it's inappropriate for a young girl to be walking about with her breasts free. For that matter, I also feel boys should wear an undershirt.
For those saying breasts aren't sexual organs, no they are not. Yes they were never supposed to be sexual. Fine. However it's ridiculous to ignore the fact that they have been sexualized for years and are therefore very arousing to the vast majority of people. That's just the way it is, no use pretending a person is a freak of nature for being excited by the sight of nipples

The people who say female breast aren’t considered sexual live in their own fantasy world. 
Should they be sexual? Maybe not, who knows! There’s a whole psychological explanation to why they are. Anyway, they are considered sexual and there’s no way I would let my daughters go braless to school.

I voted depends because the only girls I've ever seen not wearing a bra normally make a point that people know it. That bothers me because they wear thinner shirts or lower sleeves and then call the whole sexism card when dress coded. If your not wearing a bra I don't care but I shouldn't be able to notice just saying😂
