halloween costume ideas??

i need some ideas on what to dress my 1 year old son as! only issue is that he refuses to wear any kind of hat/hood so that limits my options a ton! help me out ladies

My youngest will be 9 months and I’m dressing him as Jack Jack from the Incredibles. I got the costume at Walmart. It does have a hat/mask but I’m not sure if I’ll even use it because you can tell what he is without it.
