It's very popular for babies, not for adults or older kids. So if you don't know hundreds of babies it won't feel as popular as it statistically is.
But if you name a kid Amelia then it'll feel like you see it everywhere. That's why so many parents of kids named Olivia or Sophia or Isabelle (or Brittney or Jessica or Ashley) claim it didn't get popular till after they used it. It was already popular among the new generation, but since most people don't hang out with hundreds of babies, they experienced never hearing the name until they named their daughter that, so it feels like it didn't get popular till after they used it.
