When can baby hear my voice?

At how many weeks can my baby hear my voice or my husbands?? I feel like I've read so many conflicting things. Any of you know?

I just turned 14 w on Saturday and glow told me baby's ears are developing and can hear outside the womb

I've read that the ears are developed enough at 16w. But I mean, I'm only 19w, so it's not like baby is big enough for me to confirm that he's responding to my voice.
