So, Is my baby a month old at 4 weeks? Or would she be a month old on November 14th since she was born October 14th?

She would be 1 month nov. 14th because not every month is exactly four weeks

If you went by the 4 weeks for a month rule, then next October 14 wouldn't be the first bday. It'd be sooner. 
Every month, except Feburary, has more than 4 weeks in it. So you go by the date when counting months, not by the week.
