It's an in growing hair by the looks of it warm bath to soak it and see if a head appears.

They could be little blood blister type things. I have a few on the stretch marks from growing up on my thighs. None on my belly stretch marks yet.

If they continue to spread through your stretch Mark's it could be PUPPS. I hope it's not, but if it is do NOT try to pop.
