Definitely foundation before concealer, which is used as more of a final or additional touch-up to fully cover any imperfections that your foundation did not cover. The name “foundation” alone, to me at least, kinda says it all when you consider the definition of it; a foundation is the fundamental basis a thing is build upon so as I see it it’s what you put on first/before concealer.
