Why does my by not want to propose to me?

We have been together 3 years, we have a 16 month old baby,a house,financially stable,I’ve proposed to him myself but he’s declined. It’s very upsetting! Why does he not want to take the next step?

Idk. But some people don’t want to be married, or feel like they are already married without the papers. 
I don’t want to be legally married but I feel married with my partner as we live together and have 2 kids. We do everything a married couple would do. Ask him.
