How to apply a loose setting powder?

Question

Hi this may be a silly question, I'm very new to makeup and I just got the Coty Airspun loose setting face powder; I was wondering how I should apply it on my face? I'm going to use it for baking then spreading it all over my face so here's my questions:
Do you use a damp beauty blender for baking or a dry one?
Should I use a brush or beauty blender to set my foundation all over face?
Do you use setting spray before or after you use a setting powder?

You can use a wet or dry beauty blender for baking but personally I LOVE the way powder sets with a damp blender. I think it really sinks in like a drug blender cant do. You can use a blender, like the flat part, for any places you really want to stamp on that powder. I do this for coverage on the center of my forehead. But for the rest of the face you can use a brush.

for foundation, a brush or beauty blender work. personally i use a beauty blender, it makes it appear more natural. it also depends on the foundation, some apply better with a brush. although silicone based foundations apply much better with a sponge. 
as for loose powder, i use a damp beauty blender. it really helps lock in the powder, if you have dry skin i wouldn’t advise baking the face at all, it can really suck the life out of it. 
also, setting spray is supposed to be done after using powder to not only lock in the products, but hydrate the skin.

And you can use a setting spray anytime you like, but after you powder is a must. It gets rid of any powderiness. I tend to spray my face 3-4 times in the whole application process. It might sound like a lot and isn't necessary, but I  like it. I use the morphe setting spray. Its BOMB.
