Should congress pose a license for kids?

Recently I was talking with a guy who posed this question to me. Similar to a marriage license, it would be given by the state for couples to have a child. I'm very mixed on this. One hand, it would solve the over crowding of orphanages because the state could seem if the person was fit to be a moth/father. Perfectly I think the system would compose of a psych eval, financial status, and housing. The basic things a baby would need. However, accidents happen and I don't know how that would be evaluated. There wouldn't be a cap and the couple wouldn't have to be married.
