Double chin

So I’m tall, 5’8”, and I weigh about 134/135lbs. I’m built pretty thin, but I have an excess of fat under my chin. It’s my biggest insecurity, and it makes me look like I weigh more than I do. It just overall ruins my self image and makes me feel bad about how I look. I know a lot of people struggle with this too. But I just don’t know what to do? I was always a thin kid, it wasn’t until around maybe 14 when I started to fill out. I gained a bit of weight around 18, but I did recently drop some weight. I weighed about 153 and I changed my eating and took up exercising; I dropped nearly 20lbs but the excess of fat didn’t go anywhere. I want to get rid of it, but I don’t necessarily want to start working out and drop more weight, and I don’t want to have surgery—I’m also broke.

Is there anything I could do? Neck exercises sound stupid and I never remember to do them, there’s also little to no scientific grounding for its effectiveness.
