I just don’t know what to think.....

I have been madly in love with this man for 7 years. There has been a lot of mess ups on both sides during this time, including me having 2 children with other men, we were never officially together. When we talk about our relationship it’s always him saying he wants me to do better for myself ( made a bunch of bad choices with my ex resulting in myself having criminal charges) but he has never stepped up per say. Every night we say we love each other, call each other babe and stuff, I’m just super confused on if I should waste anymore time on him? Or move on as I stated, I love this man and he claims he loves me but refuses to start a relationship.

Anyone been through something similar? Have any advice or thoughts on the situation?
