Should students be required to wear seat belts on the bus?

The governor of my state is looking to make wearing a seat belt a requirement for students on the school bus.

When I saw the headline, it seemed like it should be a no-brainer - of course kids should wear a seatbelt. But commenters, including several bus drivers, are against seat belts on the bus:

- the high seats on the bus are designed for impact

- buses are designed to be extremely difficult to roll over

- if there was an emergency where kids had to be evacuated quickly (fire), it would be very difficult for the bus driver to get all of the students out of the bus safely (a bus driver said this was her biggest fear)

I researched a little bit more and the National Highway Transportation Safety Administration is against school bus seat belts.

- incorrect use can lead to seat belt injuries

- school buses are one the safest forms of transportation, even without seat belts

- she to their size, school buses better handle crashes

So after reading all of this, I’m thinking the governor needs to re-evaluate his plan. Do you agree with making it a requirement or do you disagree?
