Do you think it is acceptable to not bring a gift to a two year olds birthday party?

My nephew had his two year old birthday party today and his grandma, aunts, and uncles did not bring ANYTHING. Not even a card. It is not necessarily the gift itself, its the thought that counts.

I am seriously annoyed by the fact that they just came, ate, and left. Now mind you, my cousins little girl had a birthday party two weeks ago and everyone bought her gifts?

Money is not an issue for either of them either.
