A couple years ago my dad went to jail for child rape, he just got our 2016, and 2019 now and I get this message.

Tell them to go to the police then and block them. It might just be a troll, someone who knows your father's crime and is just messing with you or it might be legit. Either way there's nothing you can do about it.
