Condoms too small?

When my boyfriend uses condoms they always start to slip off him. Does this mean they’re too small?
EDIT: the only thing that make me think they maybe too small is because he’s struggles to put them on like they don’t slide on easily

Also sometimes itll slip off if there is too much air in it too....or he could be putting them on inside out.
