It means he/she likes you
So we probably all grew up hearing "it means he/she likes you" when someone is teasing or bullying you/someone.
We saw this happen at the park the other day and when the mom told her daughter that I couldn't believe it. Met husband and I looked at eachother and instantly agreed if someone tried to tell our daughter that we would not react well.
Personal opinion - NOT OKAY
It is bullying short and simple. It is not a way to show affection and it sets them up to think that is normal and that being abusive or mean should be expected in a relationship when they are older.
Even if said person does like the child/teen they are not emotionally developed enough to even be considered an acceptable relationship candidate.
And we personally will not tolerate that behavior from or toward our child and I will personally set you straight/ throat punch you(even if only in my mind) if you try to tell her otherwise.
