My daughter has the same kind rash and it turned out that she had eczema so I brought her eucerin shampoo and body wash (they only $8 at Walmart) and now she rarely show any after a month.

It could be but rashes are really hard to id I would take them to the dr. My little one had an allergic rash that looked a bit like this when she was little.
