The person that wrote it gave me permission obviously  to share it !! 
She's  in a situation  that she doesn't  know what to do without  getting  thrown out

I'd say dad is projecting quite a bit.
Says a lot about what he thinks if he is sexualizing a diaper change.  I'd bet good money he has some undiagnosed and untreated pedophilia tendencies..

Your friend's dad never saw her naked or washed her bottom or gave her a bath when she was little? How is the rule different for baby's daddy? Maybe her mom should talk to him and say how's daddy's presence is important for the baby and the mom's sanity.

Fair enough you and your boyfriend should abide by house rules. But rules on how to maintain your child isn’t a house rule. That child is yours and your boyfriends responsibility only, not your parents and they shouldn’t try to have any say over how you chose to parent or handle your child. 
And no offence to your father but his ideology of it being perverted for a father to change his baby’s diaper is a bit concerning. It’s the 21st century, c’mon.
