If I just give and let someone give me oral, is it still sex? I'm a virgin and I'm just not ready yet to have sex. But I want to fool around al little.

I've done oral sex, and while some consider that to count, I don't. For me personally, when a penis penetrates my vagina, I won't be a virgin. But that's not fair to say about homosexual couples. Really, it's all about what YOU think, and what you're comfortable with, as well as what your partner considers being/not being a virgin is.

I think it should be considered sex. It's a sexual act that you need to express consent for. If there was no consent, pretty sure people would not be saying that 'it's ok, it's not sex'.  Oral sex is not intercourse. That's the only difference.
