How to avoid/prevent eyeliner smearing? I "prime" my face and everything what am I doing wrong? (I'm wearing liquid so I would assume it wouldnt do this but I also have oily eyelids)

It may be the brand of the liner you use. But setting your eyelid with translucent powder or eye primer may help.

It’s the type of eyeliner. This used to happen all the time with my hooded eyes. I use better than sex eyeliner and no more smudges.

try setting your eyelids with powder or a nude eyeshadow!!! also if u want rec on eyeliner i love the nyx matte liquid liner its been my trustee for years

Concealer on the lids and set with a translucent powder also you could try waterproof liner or set your liner with a black powder

If you've oily eyelids then whenever you do you do you face masks, apply a thin layer or any mud musk on your eyelids too. 
I know people recommend not putting face masks around eyes but it's alright if you're using a basic mud mask. 
I've oily eyelids and I love wearing heavy Eyeshadow. I always apply a thin layer of mud mask, wash it off when it dries. 
Then i prime and the set my eyelids with banana powder. 
Your eye makeup won't budge for next 5-6 hrs.

Powder on the eyelid, and if your prone to oily skin on your eyelids try a different liner, maybe waterproof liquid liner

Definitely try setting your eyes with powder see if that helps! If not than its definitely the eyeliner. I once got an urban decay eyeliner and it did the same even the Kat Von d liner... now I just stick to drug store haven't had any problems 😂
