18 weeks and I’m feeling her really low... is this normal?!

I feel her very low but she is breech

Totally normal. At this stage baby still flips around all over the place. Also, "kicks" are not necessarily always kicks. Sometimes they are punches, headbutts, rolls, etc. So feeling movements down low does not necessarily mean that baby is breach, and even if he/she is, there's plenty of time to flip ☺

With my son I would always feel him high and with my daughter now she’s already head down for the time being just like my son was but he stayed that way
