Help with ovulation please!

Hi everybody!

So I take provera to induce a period, and the femara to help with ovulation. Last cycle my follicles never got big enough to ovulate, I took OPKs everyday regardless. On CD 16 I got a positive opk. I never ovulated, confirmed by my progesterone level later in the cycle. Is it possible that my body attempted to ovulate, but my follicles weren’t big enough so I didn’t? And then my progesterone never rose because I didn’t release an egg?

Basically I’m wondering if that was a false positive opk, or if my body attempted to ovulate and nothing happened lol
