What’s this? How do I get rid of it?

I feel like this is dark spots. I do use exfoliating body wash on this area to help but it doesn’t seem to. What helps. And idk if I’m the only one who really has this.

After scrubbing do you use moisturizer/body lotion?

Looks like dry skin. I would try a lotion after you exfoliating because that can dry out your skin if you don’t use lotion. I would use a non scented sensitive skin lotion and if that doesn’t work than I would go to the dermatologist or doctor.
