Which order do I apply? Help

Acne face toner, primer, liquid foundation, setting powder, bronzer, blush, eyeshadow, eyebrow fill-in color, mascara.. why does makeup oxidize? 
I'm new at this and really want to look like I know what I'm doing.. I'm 31 and struggling to look flawless. . Do I add a moisturizer? If so what order? Any suggestions will help

Here’s my order of applying, my makeup doesn’t come off or smear either (: 
Moisturize with ponds, spray Mario B aloe, let both dry, apply elf puddy primer & let dry. Do my eyebrows, conceal them, then if I do an eyeshadow look apply concealer as a base and then eyeshadow look. After eyeshadow I respray Mario B then dab foundation on. Then conceal lightly under eyes and around the nose. Then powder them with setting powder and apply bronzer to cheek bones, forehead and jawline, blush and highlight. And then finish it off with setting spray! Also, all foundations oxidize!

First step to get a nice base for makeup is to take proper care of your skin. 
Use a facial cleanser for your skin type in the evening (if you’re oily use it in the morning as well otherwise just use water in the morning. Then apply a toner if you want to, then moisturizer and let it sink in for 10 minutes if you got the time. Then apply your makeup, primer helps but is not necessary.
Once a week exfoliate your skin and use a face mask. When you exfoliate you remove the outer layer of your skin which is dead and about to fall off anyway and it helps your moisturiser to go deeper into the skin layers. The mask is just a nice treat for your skin and helps “battle” your “imperfections” (oil, dryness, acne, dehydration etc).
