Cranky 9 mo babies?

My baby is disturbed and angry and start wailing such that he holds his breath or voice and lets out a huge wail when someone walks past him without addressing him. This happens when he is tired mostly. He also makes short cries which het irritating. For ex after bath he doesn't want to lie down. How to put new clothes on him or diaper? When he comes home after a ride in stroller he is crying uncontrollably. It is hunger and sleep in most cases. But how come he is so cranky for the past few weeks? He has 4 teeth
