Booster seat for 3 1/2 year old???

Question

My son will be a little over 3 1/2 when our second baby is old enough to go into a convertible car seat...he is using the Graco Extend2Fit so he can continue rear facing until at least 3. He’s 30 lbs
My question is, is a booster seat with 5 point harness as safe? The minimum weight on this particular is 22 lbs but I’m still worried. 
His graco turns into a booster but I was thinking of using it for baby #2 and getting him a booster seat to save money.
Of course, if it isn’t as safe I’ll 100% be buying another convertible. Any thoughts???

I personally wouldn’t do a booster before 5 but after extensive research we are rear facing until 4 then will turn the convertible seat around. Ours is rear facing until 40 lbs and forward facing until 60lbs.

We plan to rear face as long as possible. My 2.5 year old is still rear facing and my almost 9 year old rear faced until 5 (she was tiny) and just moved into a regular booster in December because her convertible expired. I don’t think that seat is unsafe but I’d keep him rear facing as long as possible. Also, forward facing only seats don’t have much recline so if he still naps in the car, his head will flop forward uncomfortably.

My son is 4 and in a booster hes tall I wouldn't go on age go more on the hight and weight of child. All the seats are different in my opinion. We had ours fitted properly by a garage that specialises in child car seats

My step son is 5 in August and pretty small (30 lbs.). He is in a 5 point harness forever kind of car seat. It’s from like 15 pounds up to 80 or something like that. He has been forward facing since he was 2 due to my husbands car not really being able to accommodate a rear facing car seat and little mans long legs. He is perfectly safe and his pediatrician isn’t worried about it. My brother is EMS & said he has no worries whatsoever... all seats are held to the same standards in the US

This is what I use for my 3 1/2 year old forward facing. He weighs about 27 pounds.

Using this seat with the 5 point harness will be just as safe as using say the Extend2Fit forward facing with a 5 point harness. 
However, rear facing is up to 5 times safer and at 30lbs he could rearface quite a while longer (depending on his height). 
If when the time comes to move your second to a convertible seat, your oldest is close to to, or over, the rear facing height or weight limit for the extend2fit, then go ahead and get this. But if you can keep him rearfacing for a while still at that time, get a second extend2fit (or similar seat)

I work for a big UK retailer in the nursery department. Rear facing is always going to be the safest option and would cause the least amount of damage in a collision because the child would be pushed back into the seat rather than thrown forward. I believe Britax sell a seat that will allow a child to rear face for longer. Also the brand BeSafe have seats that will allow longer rearward facing as they have to be rearward until 5 years old there. 
A child can be in a high back booster and use a seat belt rather than a harness from 18kg. Some seats will allow from 15kg but the child would be quite young (unless a larger child) so there is a risk they may undo their seat belt as they aren’t old enough to understand.
