Yes, the confederate flag is absolutely a racist symbol. The confederate flag as most people know it was actually a Virginia battle flag used by the confederacy during the American Civil War. The flag was relatively unknown until the late 1940s/1950s when the flag was used by the white supremacist political group called the Dixiecrats.
 It later became popularized throughout the south and it's influence unfortunately spread throughout the United States. It has a horrible history and shouldn't be glorified. There are plenty of other, non-racist ways of expressing southern pride.

The flag itself is not racisit; however, what it stands for is demeaning to people of color. Those who use it, or wear any clothing that displays it are essentially saying that they support the ideals that are associated with the confederate flag. I don’t approve of the ideals behind the flag and in this period of history you would think everyone would agree by now.
