Wedding four months away, should I send save the dates or just invites?

Getting married first week of November, only 16 guests, I know most of whom is definitely attending as its so intimate. Should I bother sending save the dates or just invitations? Hoping to have them mailed out  before mid July. I know this may not be ideal, but wedding details are just now being finalized!
