Looks like inflamed razor burn to me.

Definitely razor burn. Razor burn happens when dead skin blocks your pores. That happens when you shave or wax etc. That’s why you see the little white headed bumps

When you are pregnant your skin is more sensitive. It’s probably a bad razor burn.
