Who does he care for more

Question

A guy is messing with 2 women . Not dating either one but...
woman one: he goes on outings with. Has her over his house. Met the mom. Post her online. Has sex with her . He lies and says she’s the only one . He doesn’t wear condom. She’s known him a year .
Woman two: he goes on outings with same type as woman one. She never been to his house. He tells her anything and everything. She knows there’s another woman. He wears condom . She’s known him 6 months. Was offered to meet the mom but refused. 
He cares for them both . Who does he care for more??

But Jessica has a great point - there’s be no woman #2 if he was happily committed to woman #1.

Truth be told, I’d say neither. Because if he really cared for either one, he wouldn’t be bouncing around between the two. She’s probably more valuable to him however, (he knows he’s got it good with her,) while woman 2, is just the side chick, (which is why he’s not bringing her around and hiding her out. But as far as who does he care for more, he obviously cares nothing for these women.

1. He is sleeping with one and lying to her. People don’t lie and use people they care for. 
2. The other woman knows that there is another woman and is ok with it? Obviously he doesn’t care for her either because he is sleeping with someone else.

I think he is disrespecting both of them, however he probably feels more comfortable with girl number two because she literally knows hes a liar, cheater, and has the possibility of impregnating girl number one, but she let's him do it all anyways.
It really depends on what stage in life you're in. If you're girl number two and you know about his behavior and are okay with it, hey, it's your life. I wouldn't view him as a partner to settle down with if hes cheating on a year long relationship with you. And I would probably try and reach out to the first girl to make sure no one is being hurt in the situation.  But that's just me. She may feel like shes building a great relationship, but she is actually wasting her time on a guy that has no intentions on settling down with her, or if he does, who's to say he won't find another girl later down the line and do this again to her. 
I really would just think of all emotional parties involved and try to do what's right according to your moral compass.
