Mixed baby hair help!??

My son will be two in November. His dad is African American and I am white with very curly hair so his hair is more like African American hair if that makes sense it’s very thick and VERY curly. He absolutely refuses to let me brush it! Most days I have to brush it in the bath with conditioner in it just so he won’t run away but he SCREAMS and it breaks my heart. Nothing I do (distracting with popsicle or tv or book or toy or tablet) works and I’m wondering if anyone has any advice for me??? Btw I also put hair lotion or leave in conditioner in it every day.

I can only imagine the work that goes into maintaining thick, course, curly hair; however, I think the screaming etc is age related and will pass with time and consistency.  
My daughters both have fine, wavy hair which is actually quite easy to brush and my oldest spent about a year fighting her hair being brushed and my youngest (who will be 2 in September) currently tries to run and hide and complains and whines the entire time I’m brushing her hair.  
Best advice I got is to keep at it!  It’ll be a struggle now while he’s testing boundaries and pushing bodily autonomy, but he will adjust to the routine of getting his hair brushed and eventually will hopefully appreciate the time and energy you put into him.
