Is this Labor?? Please help

So I woke up with a sharp period like cramp in my lower abdomen. I went to pee and felt like I had to poop but didn't really. As I wiped I found a little light blood too. I wiped twice and there was a little more, then it stopped. Now I am having the same cramps every 7 to 8 minutes and they last about 1 minute on average. Should I call my doctor or is this just  a sign that labor is near? I'm 39 weeks and 3 days.
