On a serious note; it's too many when you can't take care of them all equally well.

We have 5 cats and 2 dogs. All cared for. Depends on the people.

I don't think I could personally handle more than 2 with my dog and a newborn to also care for. When I'm old and my child is out of the nest, I'd like 4.

Considering I rent an apartment and there’s a pet deposit and pet rent, I’m happy with my 1 cat and dog. Maybe when I move to a house I’ll get another cat or another dog, but I can’t afford a bunch of pets atm lol.

I have 10.. all spayed/neutered/vaccinated. Mostly all rescues. They all eat vet food and get canned breakfast every morning. 7 of them are seniors, 2 are on daily medications. 
I have a senior boxer too! It’s busy.. lol 😂

No more than community said amount in your area/city/province/state/country/nation.
I’d say >10 is good enough but more is considered a) against the law or b) of conern/needs to be notified (if not taken properly). However, if you do have an excellent house for your cats to explore & enough amounts of food and water + other necessities & a stable amount of money, you may keep them. * Do consider the rules of your community you’re living in.
You do need to meet the required checkup of your local Veterinarian.
It’s a huge responsibility + maybe there is a permit? Who knows, but they’re domesticated.💗
