Boyfriend only affectionate when horny

My boyfriend tends to only be affectionate when he’s horny. He’s not into PDA, (I’m shy about it as well so that’s fine) but when I want to cuddle or get kisses he is cold about it. Today I asked for a kiss and leaned in, he gave me a peck on the cheek and that was it. Thoughts?
