Is this how herpes/cold sores start??

Yesterday I was plucking my little mustache and I realized the corner of my lip was stinging. I assumed it was because of the plucking so I ignored it but today at work it continued so I looked in the mirror & saw a weird texture. I took a picture of it and would appreciate some insight on what it could be
