Drowsy but awake

My baby will be 8 weeks tomorrow and I want to start putting him down “drowsy but awake.” Up until now I’ve been rocking him until he was dead asleep or letting him nap in his swing because it was the only way he would fall and stay asleep and the sleep deprivation didn’t seem worth it for any of us. But he is starting daycare next month and I really want him to learn to put himself to sleep. I’ve tried a few times this week for naps and it just doesn’t seem to be working for us. He is swaddled, the room is darkened with blackout shades, and I have white noise playing. I rock him to the drowsy state and place him in the crib but he’ll either start fussing as soon as I put him down or just kick and kick even if he isn’t fussing and crying. I give him plenty of time to settle himself and fall asleep before I pick him back up but he just stays wide awake the whole time. Any suggestions? I don’t want to keep relying on the swing but I also don’t want a cranky overtired baby from missed naps.
