When do you switch the size nipple?

How do you know when to switch the size nipple on a bottle? I have an 11wk old and she seems to be getting frustrated with the level 1!

Are you using formula or breast milk. If you breastfed you don’t need to change it. You should pace feed and use a slow flow nipple no matter the age

My son used premie flow until he weaned from bottles at a year old. And he was born at 41 weeks. 
My lactation consultant told me to only switch if he was collapsing the nipple from sucking too hard.

I've tried a couple of times. She is doing pretty good with the size 2 nipples during daytime feedings and the size 1 at night time. She's 4 months but we also had to start her out on like a preemie flow (she want a preemie, just doesn't eat fast) so I'm not too concerned about upping. 
Are you doing paced feedings? She could be taking in air and need extra burping/gas drops. 
Follow your baby's cues though.
