No, not by itself, considering precum can have sperm in it. Before I learned more about precum, I (stupidly) mainly used withdrawal for a few years & luckily I never got pregnant from it, but that doesn’t necessarily mean that I wouldn’t have at some point. And, that goes for anyone solely using withdrawal. Now that I’m more educated on it I would NEVER rely on withdrawal by itself, anyone who does is either uneducated OR they must be ok with an unintended pregnancy. It’s playing with fire, plain & simple!

Yes, if used correctly. Precum and sperm are kept in way different parts of the body, the only reason there is ever sperm in precum is because they both exit through the urethra. If there is any sperm left from a previous ejaculation you can get pregnant, and some men leak small amounts of semen all the time. Does that sound good? No, definitely not because you don’t know if your partner does and neither do they. So don’t risk it if you’re not okay with getting pregnant. 
But to answer the question, for the right couple, if the male doesn’t leak small amounts and has went to the bathroom between ejaculations, the chances of getting pregnant are slim. But no birth control guarantees you 100% that you won’t get pregnant.
