my boyfriend struggling to find time for me

I’ve been with my boyfriend for about 9 months and we’ve come to a busy time in his life. He’s 17 and is trying to work driving lessons, revising for exams, making his dad happy, football and having time for me. I feel like the other things are more important than me in life and it hurts when he can’t talk or is being blunt and not affectionate. He dosent flirt or is never romantic anymore which makes me feel so unappreciated but when I mentioned about going on a break he did everything in his power to stop me from doing that I know he still loves me he just has no time. It makes me so miserable and I don’t know what to do about it I feel so unloved. Can anyone offer advise?
