Restless sleeper 3.5 month old

So I'm just at my wits end here. My 3.5 month old is so restless at night he will sleep about an hour steady with no movements, then after that just constantly shift his head back and forth, lift and throw his legs move his arms, everything. He has done this since he was born. (Side note - We had him in a traditional swaddle for awhile but he hated it so we got one that keeps his arms up the love to dream swaddle he likes it a lot) his eyes are closed the whole time, he never fusses or cries so I don't think hes awake but I do occasionally see him yanning. He does actually start fussing when its time to eat usually after 2 - 3 hours. Then after eating he will sleep again for an hour with out movement, but then after that starts thrashing again. Not sure what to do here, it keeps me awake bc he is still in our room in pack and play, I need advice, HELP. Also another side note he doesn't nap like other babies he usually only naps 30 -45 mins at a time has always been that way as well no matter what we do. And he wants to be held to nap try to put him down and hes wide awake. I do get sometimes when I can actually put him down and walk away tho.
